Where does it say "Mountain Dew and Cheetos" on his screen, though? It doesn't say anything like that. It just says that people are using money to build nice things.

He's arguing that those are examples of frivolous spending in cities where they are reducing the size of their police force. In the process, he implements a ridiculous analogy about exclusively buying Mountain Dew and Cheetos in order to save on the cost of food. Or something to that extent.

It's much better out of context, although he does call America under the Obama administration "The Planet of the Apes" during an earlier part of the segment.
