It's an underlying carrier code that U-dog created; what sounds like static is actually a Swahili translation in morris code.
If you go to lulu and read the preface and the first scene it will melt your brain.

Holy hells this book is awesome! I read the preview on lulu and was blown away. It's further proof that House of Leaves is just hack stoner drivel. U-dawg is the William S. Burroughs of the digitally simulated reality age.
