I see it as the opposite: this is just a more expensive version of the painted backdrops in movies like The Grapes of Wrath, or the fake ceilings in Citizen Kane, etc.

Not to be an ass about grammar, but I hope you'll check out the WP page on begging the question. It annoys uppity university types like me when it's used to mean that a question is being raised.

More recently, "to beg the question" has been used as a synonym for to raise the question. For example, "This year's budget deficit is ten trillion dollars. This begs the question: how are we ever going to balance the budget?"

Using the term in this way, although common, is considered incorrect by prescriptive grammarians. This usage is the result of confusion over the translation of petitio principii, which literally translates as "assuming the starting point". It may even be cheaper. But you have more control over things this way, and you can film more things in one location and avoid the cost of moving sets and talent. Especially with sitcoms, where you have a lot of short episodes and inevitably the writers want to set some of them in NYC or the Caribbean or something.

You can also keep the action in the background consistent in case you need to make multiple takes. Also you don't have to close off streets or worry about some smartass jumping into the shot and fucking things up.
