The companies over eHow and Expert Village try to find keywords with lots of searches but not a lot of results. This is usually because there are no results to be had. They then pay writers/videomakers to create a how-to about dogs in wigs, "muscle elves," or a common one for me, ADHD medications that also treat diabetes.
It's a lot stupider than that.
All you have to do is submit a question and the "editors," which means one of hundreds of embittered/bored/starving freelancers somewhere, either approves it or he/she doesn't based on no rationale whatsoever.
It is also pretty easy to submit your own idea and make it yourself.
Something tells me this is what happened in this case.
