The anime is from a late 1970s kids' show in Japan. The meltdown is... um... oh why am I even trying?! This video is totally non-sequitur!

I believe it's both the name of the show and the main character. Two things of note about Yatterman:

- He's a playable character (along with several other old TV-anime stars) in the recent "Tatsunoko vs. Capcom" fighting game.

- Takashi Miike released a live-action Yatterman movie in 2009. I think it hit Japanese DVD last week.
