The idea that I think ol' Jonesy is putting forth here is that you slip subtle ideas into movies such as this so people dismiss it largely as entertainment.

However on a subconscious level it portrays something that should be absolutely atrocious as "not so bad" which is honestly how I felt after I saw the movie. I was rather pissed off that the movie ended on such a light note after all the rotten shit that happened.

The ending in my opinion was rather disturbingly sympathetic to the concept of false-flag terrorism. I came to this conclusion entirely on my own, I'm actually surprised others did.

The fact that one of the end sequences shows a shot of what looked to me like a large scale replica of ground zero, with a strategically placed billboard overlooking it in the foreground that said: "In your heart, you know it was right", bothered the shit out of me.

Conspiracy or not, it's a disturbing barometer for how society has adjusted to what happened.

The ending isn't implicitly sympathetic to false flag terror. The ending is a question of whether it's right or not. The viewer is left to decide how they feel about it. Though they did kill the one character who felt like you.

And the Ozymandias plot is a lot more morally ambiguous than the 9-11 attacks (whatever you believe) so it's a much tougher moral dilemma.

No, Night Owl gets the last word. He says Ozzy mutated the course of human history, and that's what pivotal acts of violence do. The movie finishes with the unraveling of it all. Rorschach's integrity lead to a record which falls into the hands of the public press. Nothing ever ends. Humanity must refine itself etc etc. The film/comic DOES NOT promote false flag terrorism.
