Let me get my pessimistic hat on for this. Now that I think about it, Fallout is all Bethesda these days and not so much at all Black Isle/Obsidian.

Kylo is either Evil Wasteland President's son or...what was Fallout 4? Something about androids or some shit? Maybe Kylo is the Liam Neeson doctor, but evil. He wants to do the poison water branch of the main quest.
