This isn't really caused by/causes global warming, it's a byproduct of the things that make CO2, but CO2 on its own doesn't cause smog.

This is mostly nitrogen oxides, and to scrub them out of car and other exhaust sources we actually use a little more energy to do so (to make the catalyst and run lower combustion temperatures).

One is a global problem caused by our dependence on fossil fuels, and the other is a local problem caused by a lack of emissions regulations or enforcement.
