I think it has to do with the nature of the accident. A couple of years ago I was almost taken out riding my bike because a woman had a heart attack, plowed into an intersection, hit a couple of cars and the side of a building, but the car was then stopped, so it wasn't technically a hit and run. Besides the possibility of intoxication, it was clear that there wasn't something right, so the paramedics were the first on the scene. But on a busy highway someone calls it in or the cops just see it, and the car doesn't really have much to run into, I believe medical procedure comes after the person is subdued.

But that's of course in a situation where there's suspect activity, the person tries to run or looks like they're going to do so; there may be a 10 second window of doubt when assessing the situation here, since 75% of his body is obscured. It could be intoxication or drugs, or it could be a heart attack or stroke. I had to retake my Red Cross certification not too long ago, and they show those skits where the guy passes out at the table and it's about that long before they stop joking about how he's drunk and realize that he's gone into a diabetic coma.. I dunno. Like I said below, the woman cop's yelling did nothing to de-stress the situation either.

As an aside, does anyone else have issues loading up POETV? I can't get to it from my home through three different DNS servers and on any device. But at work, it's just fine.

Mine was loading really slowly, but so were some other pages, just not as slowly. I disconnected from Wifi, closed Chrome and tried Firefox.. same sort of thing, really sporadic. So just now I reset my computer and now it works fine. Not sure if I understand completely why that would make a difference and what I normally see IT guys at offices do, which is never turn off the computer unless absolutely necessary, but hey it seems to have worked..
