Waitwaitwaitwait. Am I missing something? Since when do you order a tasing on someone for acting suicidal? Unless the person was threatening to take others with him or something, you get either a compassionate cop or a therapist over there. I've seen enough movies to know that's how it works.

I almost got fired once for letting an old lady in to buy a ticket when we shut down our facilities for a company party, which.. who has their parties in their own facilities? I know, failing arts organizations.. anyway I let her in out of the cold and rain, and she turned out donating a good chunk of money in her will to us. None of that mattered because I broke the rules according to the higher-ups.

Context: University PD in California is usually where cities put the washout cops, but they're usually washouts because they have a bad record.
All that said, I believe that police department about 0%.
