It's just that I'm used to Draculas and other vampires in cheap cartoons from the 60s/70s sounding like someone either doing their Lugosi impression or their impression of the narrator of Bobby Pickett's "Monster Mash".

Dracula does seem pretty random. The Wolfman is inspired by legendary DJ Wolfman Jack, best known these days, I think, for American Grafitti.

Why is there a live-action stop-motion animation STOP, LOOK, AND LISTEN (1967) homage towards the end of this thing?

I'd say it's a rip-off, but I suspect the segment is probably from the same animators, Chuck Menville and Len Jansen.
