How could we get through that whole explanation without mentioning that the new district looked like a salamander, hence the portmanteau Gerry-Mander.

Almost two minutes of explaining the concept of Gerrymandering, and then ten seconds saying "But Canada doesn't do that anymore", then twenty seconds of filler at the end.
He didn't explain "how" anything happened. In fact, what really happened in Canada is that we gave control of electoral districts to Elections Canada, an (ostensibly) non-partisan branch of our federal government.

Oscar Wildcat - 2014-08-04 The part that has us all scratching our heads down here is how you get the government to actually act in the interests of it's citizens. How do you prevent the oligarchs from simply buying the government like what has happened here? Short of Vlad Putin's approach to the problem?

memedumpster - 2014-08-04 I assume they use exploding collars or something on their politicians. Down here it's treason to not be a partisan fuckwit.

fluffy - 2014-08-04 but it was really important to make yet another iteration of the "Canada: America's Hat" joke

Bobonne - 2014-08-04 Dear Leader and his party have done their best to try and compromise, hinder, and damage Elections Canada. Thus far, the courts and other parties have opposed him/them, and hopefully continue to do so.

So they gave the responsibility to a 3rd party which definitely in no way could be corrupted by bribery or favoritism.
