I was wondering "why high heels" when suddenly Bat-nuts out of nowhere

It's really dumb how they turned Two Face's left side into a woman for the American dub.
They also cut out all the scenes where Batman and Robin compare penis size.
I was going to ask if this was done in Disney's The Animation Studio, but it would probably look better if it had been.
I can't express in words how torn I am between wanting to see this fully animated and never seeing this fully animated.
