Sorry to get into semantics, but in today's language, transvestites are people, generally straight, usually men, who dress in women's clothes to get a sexual thrill, not because they are self identifying as women.
the terms being used here are far from specific and relate to concepts that themselves can be critiqued and deconstructed ad nauseam, but generally the term transvestite connotes sexual desire of some kind, where as simply cross dressing as absolutely nothing to do with sexual orientation, or even gender identity.
this may sound like splitting hairs but once you start interacting with people who do these things it becomes clear that the behaviors are very very different.
so no, this character is a kid. not a transvestite.

EvilHomer - 2013-05-31 The Starlights don't count, either. In the manga, they're FTM transvestites, and the transvestite disguise is used to cover their civilian identity, not their hero identity. Pretty much the opposite of Shezow, an MTF who covers his hero identity. In the anime, things are a bit more complicated. They do transform into women to fight, but they're originally women to begin with. They undergo full sex changes while in their civilian disguise, and then revert back to their true female identities when becoming the Starlights.
I guess you could call them female-to-male-to-female action heroine-hero-heroines, or possibly, Supergirl with a case of the Bull Dykes.
