I'm actually curious about that too. I'm assuming they called in as someone having an epileptic seizure, but I don't know if they were just sending in volunteers to check it out or such rather than an ambulance.
That or users are considered more harmless than dealers.
It's very likely that there was an EMT off camera. Typically, when there's a unknown medical call, both paramedic and the fire department will be called out. Fire authorities are trained in both handling difficult or potentially dangerous people in emergency situations, and in quick assessments of a person's physical health and well-being. If the firefighters determines that the situation requires emergency treatment, then the paramedics come in, and take over. At this point, the firefighters can serve as extra hands, deferring to the paramedics and doing whatever is asked of them.
