Yeah, there is a filter in Aftereffects that does this for you. And you can render it and walk off and get a coffee as it works for you instead of having to painstakingly paint up every third frame from a 2+ hour long movie.

Bladerunner is a visually beautiful film with a lot of "color noir" contrasting shadow and light going on. Here it all seems lost. Really bright colors and blank white space that don't match the original's visuals at all. If it wasn't for the soundtrack, I wouldn't even know what I was watching.

Half of me is hoping it was a filter like you suggest, because the color choices seem really strange coming from someone versed in painting AND is a fan of the film. The other half is hoping that someone was OCD enough to re-paint Bladerunner frame by frame and not just click on a filter.

Well, let me expand upon my thought process a bit:

If done by hand, this took a LONG time. As others have mentioned, it also looks like crap and destroys the appeal of this film.

If this were a Heavy Metal style rotoscoping job, I'd be much more interested because it would be the dark gritty look that the film needs. As it stands, this watercolor looks as if it Deckard and the replicants are living in a foggy heaven.
