Now i dont want to shit on this thing, but with recent development it is possible to have a light with just a few LEDs to be as bright as this thing (with appropriate cooling).
With 5 or so recent Cree XM-L or T6 emitters and as little as four 18650 cells (which are actually the same battery cells as used in laptops). These toys are available for around 0 at sites like dealextreme.
The only issue with high power LEDs is the cooling requirements. They burn out at temperatures of something around/below 200c, this makes them currently unfeasible for car headlights, because the sinking is just too expensive/heavy when compared to xenon emitters.
Also cool: Because LEDs can be switched at insane speeds, invisible to the eye, there is even talk about using them as lighting and "wifi" replacement at the same time, see here:

The biggest downside to the flickering LED tech is you KNOW a bunch of those gangstalker/shapeshifter asswipes are going to start claiming that the imperceptible light show is slowly atrophying your brain so you'll vote for the Repitllian Overlord when he rises out of a yet-to-be-discovered Mayan calendar in a skin-suit that looks like every woman that ever turned them down for a date.

yeah forgot to mention; signalling (turn, brake, etc) and daytime running lights are no problem, but true headlight stuff is currently too much.

Ugh. I'd forgotten about those tail lights.

So when one or more aren't working, have the LEDs failed or are the connections bad? As strange (to me) as they look, they look like ass when half of them no longer light up.

LEDs rarely burn out, it is probably bad soldering which got dislodged due to car vibration. You can try heating up the joints with a soldering iron to reflow the joints, or even using a heat gun on the area.
