I've thought about that myself. The conclusion I came to is they were going for as much authenticity as possible and it never occurred to them that anyone would actually break into the cases and USE the firearms. That's a problem with enlightened societies. They usually fuck up the little things.

This was an OK movie for being the typical 90s, sci-fi actioneer, but I will never get over the joke of futuristic Taco Bells being turned into "fine dining establishments" and now, here we are in the future, and Taco Bell is trying to turn all their locations into "bistro" places.
