ive mentioned this before in comments but only in the last decade did russia pass laws mandating that vodka bottles had to have resealable caps instead of just a foil seal. what a lovely place.
I think that is more of a marketing strategy. I'm sure some Vodka exec has a story about how one of his friends/family members died in a fight because the bottle they picked up as a weapon was too flimsy and didn't hurt the other guy. They just thought their customers would appreciate a bottle that was more durable for such critical situations.
