I'd agree with you on the first one, but they really fleshed it out for the second. There's a TON more variety, lots of optional stuff, and they really beefed up the citiescapes and open-ended aspects of the game. There's also some really cool adventure-movie-esque puzzles I don't want to spoil too.
At times, it kind of feels like Infamous, only without a forced morality system and some fun minigames.
