"its" is the proper form to use in your sentence, "it's" is a contraction of "it" and "is", "its" is a possessive.

Commas and periods are always within quotations. Commas are only outside of quotations when they follow quoted phrases that are punctuated.

Examples:

"a contraction of 'it' and 'is,'"

and

"I hate apostrophe s![sic]", was quickly followed by disciplinary action from a poetv user.

yes, but that is according to American punctuation rules, I'm Canadian and tend to follow British punctuation rules, which place commas and periods outside the quotation marks, unless the period or comma is part of the quotation.

Ugh, not a reply. If you really wanted one...the wiki says it had to do with typesetter's tradition (to save space). But other countries have had movable type for a little while now, so I'm not sure how much I believe that.

Also, the PC liberal left wants it that way, and they get the activist judges to enforce their will.

You can also say "I just love America so much..., and I fear for it" regardless of the topic. For example:
