The American perception of the Canadian accent is actually imaginary. Some guy just started saying Canadians say "oot" and "aboot" and since none of you have ever seen a Canadian, everyone took this at face value. It's actually kind of absurd that the belief is as persistent as it is (although it's only encountered in America).

Maybe you can't hear it if you're used to it but it's totally there, it's just really subtle in some regions. If you watch Canadian parliament for a while you'll eventually hear some dude who sounds like a South Park character. Also notice at 2:11 she pronounces "out" as "ouoot".

What's truly bizarre is people in Blaine, Washington, five minutes across the border, say it "out", and then you cross the border, hit Vancouver, and they say "oot". I cannot understand how that works.

In case anyone gives a shit on a 14 year old thread: There is often a stipulation on Canadian-made television for American networks where ADR can be called on a line that sounds 'too Canadian' and the actor has to come back in and say the line with more drawl.
