The reactions are kind of weird because it happened in a really busy nightclub/red light area at about 3am and everyone is drunk or high. There is a thing going on between some private security companies and "bikers" for control of the area at the moment, it was probably to do with that. The guy that did the shooting got away so I have no idea who the cops are restraining there. Probably the victim.
