If you watch the other camera angle, you can see horrible regret in the officer's body language immediately after the shooting. He holsters his gun and holds his head in his hands for a moment, then bends over with his hands on his knees in what looks like shock. I get the impression that he either mistook his gun for a taser (less likely if they aren't even issued tasers, which is unclear at this point) or he didn't intend to discharge his gun (which doesn't explain why he drew it to begin with).

I feel sorry for the administrator who approved the carry of a taser on the same side as a firearm. It sucks to have your life ruined over an honest mistake, which I believe it was.
