Yes the US government did violate medical ethics on a couple of their human radiation experiments. (You can read declassified documents at the official website http://www.hss.energy.gov/healthsafety/ohre/ ) The questions are: Did the people being experimented on understand what was going on, did they agree to it and was the experiment intended to treat some illness those people had? Most of the time they did but in the case of the Walter E. Fernald State School back in the mid 1940s to mid 1950s the answer was no. (Look up "Walter E. Fernald State School" on Wikipedia.)

But Frank Rizzo's right to be skeptical. The experiments were done over half a century ago when they didn't know just how bad radiation really was. News of human radiation experiments are often deceptive. Usually it works like this: First you read about a evil experiment conducted on fellow human beings, then you read about acceptable experiments with the details left out so you think all the experiments were evil. It's the old bait and switch. Here's an example: people who were believed to be terminally ill were secretly injected with plutonium, pregnant women were exposed to huge amounts of radiation and convicts had their testicles blasted by radiation. It's all true but the pregnant women signed up to get the fetuses X-rayed because they wanted a free abortion and the prisoners were willing to have their nads x-rayed because they were set free after being castrated. I guess some guys are really desperate to get out of jail.
