He very likely does...which is why he takes it out on his little brother.

Who's apologizing? Yes, he needs to be stopped, but having other children beat him up isn't going to make him stop. It's just going to make him beat his little brother up even more.

Shit rolls downhill. Kids who are happy don't beat up smaller kids. The most ferocious bullies of my own childhood were all abused by their parents or older siblings or even just their peers. Some kids will internalize their frustrations. Some will take them out on others, especially those weaker than themselves.

A bully is still a child and they usually need just as much, if not more, help than their victims.
