It looks like the device is an attempt to stimulate the ends of the sushumna to produce a kind of altered state. Current through the channel running up the spine. Funny what the New Age mind will produce when ignorant of basic scientific practicality. Without bothering to look for it online, I imagine someone actually made and possibly sold this for a very limited period of time.

The inside joke is this: people without a huge stick up their butt who can unselfconsciously enjoy movies without first checking to see if the cool kids are laughing find the story of the triumph of a nerdy kid from Idaho and his Mexican friend to be funny
