So I've been a long time lurker but felt it was time to respond, as I actually worked in the Rogue One vfx department. I didn't work on Tarkin personally, but I was fascinated by its progress.

The model was scanned from an older face cast of Cushing. That was de-aged by a modeller to match his 77 self. There were renders that were impossible to pick apart from photographs early on, but the illusion worked best at some certain angles. It's hard to pinpoint why, but I personally believe the model was a little off, contributing to the uncanny valley effect. There was also a move into ultra-realism with his skin imperfections late in the process that went too far IMO, (they should have added the same type of makeup as they would have on set in 77 instead of trying to show off pores.)

The hardest challenge was the motion. The actor who portrayed Cushing, Guy Hendry, was cast for his similar facial features. His performance was alright on its own, but he wasn't trying to mimic Cushing, so the performance just looked wrong on the Tarkin model when transfered. It was decided that animators would try to adjust the performance capture to make more Cushing like expressions by building ontop of the capture, 24 times for every second. That is a difficult task, and it only takes a few frames of inaccuracies to break the illusion. I felt some scenes (with very good 1977 reference to work from,) actually pulled looked like Cushing, but were betrayed by other scenes (including the first shot where he turns around.) The effect crumbles then. A better approach would have been to capture an actor who could mimic Cushing more closely.

This 2D AI approach didn't exist at the time. It seems to blend the performance and the likeness together well, and there aren't many moments where the AI's work falls apart. Of course, we don't know what Mona Lisa looked like when she talked, so it hard to say if this footage would have fooled Leonardo DaVinici. But on it's own, its scary how good it is.
