I first caught this on the USA Network, or TNT, or some other channel that would have nightly marathons with these forgotten action movies during the late 90s. I was sick with the flu at the time, so I couldn't figure out whether the film really was this bad or it was just fever delirium clouding my perspective.

Watched it again a few years later and it definitely wasn't the flu, it really is that bad.
