Seems like Nick was the place to get away with those jokes though; I kind of remember Rocko being kinda edgy and adult-oriented but it was NOTHING compared to Ren and Stimpy, or at least not on the surface. Heck, even Rugrats took a more adult approach and didn't shy away from bare asses and diaper humor, not to mention You Can't Do That On Television and the general philosophy that cartoon characters don't necessarily need pants in the first place. I don't know if I saw this particular scene but I remember plenty that were just like this, like a planned parachute landing somewhere between the Disney Afternoon and Liquid Television

The Shout Factory! DVD has the edited versions of certain episodes like this one, but at least Leap Frogs (a previously banned episode) survived unscathed.

Another episode that was censored on the official DVD release was the one where Rocko and Heffer go on a road trip (almost the entire No Tell Motel scene was cut). The reason for it is the original master to the episode no longer exists, or it does and Nickelodeon won't release it.
