The Japanese approach to everything is so crazy that I just assumed this was sincere. As I watched it, it never once occurred to me that it was a joke.

You may remember the other one somewhere on here where after receiving someone's business card, the other businessman rips it up disdainfully in front of their face.

So yeah, it's meant to be satirical, as in the complete opposite of an etiquette video.
