So here's some animation history:
Bill Scott (voice/creator of Bullwinkle and Gruffi Gummi) went to Japan in 1954 to try to get an animation studio put together for Jay Ward. He sets his sight on Toei Studios, and Jay Ward is sending them all this money to get this studio operational. Bill Scott arrives, and is feted around Tokyo as a big Hollywood producer, and he's expecting an actual studio. He gets there and it's a chalk outline on some grass. He goes home and the Ward studios do their animation in Mexico.
