Probably. This might be some sort of water torture prior to consumption. Supposedly high adrenaline makes for tasty dog meat. :( well dog at least you touched the hearts and funnybones of literal thousands in the wake of your demise shot and sweet indeed.
Even more depressing than my theory that the dog was in some flooded-out city. Did the camera operator giggle at the dog when it fell into the water?
