This could be cool, i can't tell if it's an MMO or what though. As far as starflightalike rougelikes go, I have found several indy games that capture some element of what made starflight awesome, but nothing that can match it (the same can be said about Buck Rogers: countdown to doomsday).

I heard recently that a star control remake was coming soon, if done right that could be the closest thing to starflight anyone's going to get.

Procedural environment algorithms are neat.

There is a VFX program called terragen that uses fractals to create entire photo planets.

But they almost always end up being 'random generator applied to small set of choices' and after you see the all of the outcomes it becomes very repetitive except without a clever pre-made layout or story to give it replay value.

anyway, no, terragen isn't one of the programs you're referring to.

The paramount logo animation was done with it.

Starbound's endgame is currently depressing, but the structures are still great and it's fun murdering entire villages of native aliens for almost no gain. But not to despair, Terraria started out without hardmode and the hallow/corruption at first. But yeah the story mode of these procedurally generated games would give them so much more depth if done right.

when i say random, i don't mean that the terrain is random.

the geologic and cloud formations are controlled by random fractal equations but the equations have variables that the user can control.

Like, tons and tons of variables. Like insane amounts of variables.

For example you could take a topographical map of anywhere on earth and dilate the contour lines to get a grayscale to drive the altitude algorithm and generate a photo real 3d map of any given geographic area procedurally.

Which sucks because this reminds me of Colony Wars and Journey, and I completely wouldn't mind playing something like that.
