Oh wow, that's really cool! I had to look it up on EquestriaDaily; it's from a new line of Target-exclusive Goth Pinkie Pie merchandise, called "Pinkie Pie's Fashion Boutique". There are a few toys in this line; this one is the only one with a car.
I wonder if this is meant to be a nod to Pinkamena? Her hair is straight enough, but then again, that's probably not significant, as I haven't seen any MLP toys that have Pinkie's hair all poofy and bouncy right out of the box! (it's one of those perpetual problems the merch guys have - come on, do they even watch the show?)
Well at least we know she will be driving to her next party in style!
