Based on the book by Ed McBain, script by "Ed McBain" aka Evan Hunter (who wrote novels under his legal name like The Blackboard Jungle) based on one of his 87th Precinct novels - though not set in Boston but in "Isola" a Manhattan-ish district in an unnamed fictitous city that was like NYC but not.

There was some controversy about the film in regards to a scene where a homeless man is set on fire. In '73 in Roxbury, Mass. a young woman who'd run out of gas had gone to a service station and was walking back to her car with a full can when a group of teenagers set upon her, dragged her into an alley, doused her with gas and set her on fire, and laughed about it. No one was ever caught for the crime. It had been suggested by some in the local media that the perpetrators may have been inspired by the scene from Fuzz which had aired only recently on the ABC Movie of the Week.
