I wonder if there's a whole culture of Japanese men that finds this affected little girl voice as irritating as a whole culture of (North) American men find the California / "like" abuse / vocal fry affection.

I know I certainly find it to be about the most obnoxious thing I can think of. Adam Sandler to the next order of magnitude.

This infantile persona schtick is called "onnarashii" (literally "girly" or "ladylike") and according to my Japanese friends there definitely are some guys who find this infantile persona schtick annoying, but they aren't numerous enough to be a proper subculture. Or at least they don't appear to have a name; in Japan, every subculture MUST have a name.
