Yeah it is. Its from an episode called Utopia where Verminous Scum and Dr. Blight shoot a cocooning goop over most of the planeteres and they emerge from it wearing spandex, spikes, and neon hair.

I tried to find the episode where Wheeler has the really disturbing dream that he has 8 kids in the future and everything is awful. Pollution is rampant and everyone has too many kids and he and Linka can't feed them enough. Also they look like crap in the future. The episode was called The Numbers Game. This show was a never ending tramafest.
